Upon further research it seems to have been created by something called "Wild Critters" but I can't find much info on any of the developers that other sites (wikifur is all i could find lol) have listed. So I'm not sure if it's totally unrelated or maybe Eevee under a different name? (although, if he was trying to hide...veebooru is kind of a give away name) so IDK Take that post with a grain of salt, and I apologize if it ends up being unrelated. (and sorry for all of your eyes if you clicked the link, as well).

Okay I snooped through the Discord for a bit and it seems to be kinda dead...searched for all of PK and Eevee's aliases but there wasn't much just a couple messages about people saying PK's art "wasn't the same" :horrifying: considering everything in that server is a disgusting baby mess and I couldn't spend more than 10 minutes in there. VeeBooru's just an offshoot of an older booru called WildCritters after a schism disagreement on whether or not certain content should be allowed.
They like their Pokemon and I think they just named it after that, the Pokemon. It's pretty popular, after all.

Yeah, Dena was a regular commenter on the Floraverse comics. She used to churn out multiple paragraphs about her Flora theories almost every update, especially during the Seeds: War is Hell era. (She might’ve been active during other story arcs too, but I looked at the WiH comments section a lot more so I could figure out what was going on in the story considering how convoluted that arc was.)
