It was what he called the fandom, which at the time seemed like it was just a cutesy, tongue-in-cheek thing- he was a weeb and poked a bit of fun at himself over it. You got badges and the like if you donated to his site, met him at a con, or bought merch or something iirc? It's been almost half a decade, so I'm a bit rusty on it.

In retrospect yeah, maybe.
It's hard knowing the context of pictures like these, we only have allegations that he hit on fans at cons. Was the "Catgirl Army" something he came up with or something the fans made up, because that makes a world of difference.
