I'm not sure calling autogynephilia a phase is the right way to think about it. I can't speak for the fairer sex, but what a man finds sexually appealing is forever in flux. Fantasies come and go, I'd be ready to bet that taking on a feminine aspect - through cross-dressing or otherwise - is an incredibly common one, taboos are exciting, and so is novelty. In a normal person these ideas will have no further impact on that individual's life, even if they don't truly grow out of the 'phase'.
Some people, however, are so completely at the mercy of their sexuality that they're willing to engage in dangerous, life changing behaviour based on what gets them off. Transexuality is usually only the tip of a perverse iceberg they're all too willing to talk about online. They were deviants long before they became troons.

In our society, women are set up as the desired, and men are set up as the desirers. So boys who are starting to develop proclivities that will lead them to being a gay bottom, who primarily want to act as the desired instead of the desirer, sometimes get a bit of a wire crossed and think that this means acting like a woman. I think this is also the motivation, in a slightly different way, for your standard-issue straight AGP. But again, because society says that's not a manly way to behave or think about sex, they decide this means they're a woman, which they believe entitles them to the role they want.
