I'd bet money his capture card can't even handle 4k and he doesn't even know that. Most capture cards only go up to 1080p unless you got it extremely recently or dropped a fair amount of money on it, neither of which I'd bet on Phil doing. So, if he gets a 4k TV he won't even be able to play the games he streams in 4k since if he does he won't be able to capture them unless he wants to buy a new capture card (start saving Mrs Waggins).
Yes, and they’re almost always cheaper than a TV. That’s also something that makes his bullshit excuses in fighting games so jarring. The only people I know that willingly play on a tv are people that got pulled into the FGC recently by Dragon Ball. Display and input lag are issues in a genre where knowing exactly how bad something is on block and it’s optimal punish defines even low-level play. Playing Street Fighter, a game where moves that come out in 5-6 frames aren’t uncommon, on some giant tv that probably has like 25ms of display lag on top of possibly shit internet is just poor planning on the user’s part.

The dirty detractors will triangulate the position he's standing in, cross reference buildings on google maps, and pinpoint the hotel he's at, calculate the cost of the room and all the shit he's spending on (there WILL be pictures of food), and then spam his chat with the approximate dollar amount.
