And "Dragon Tales"? Haven't heard of this cartoon in over a decade, what makes him so obsessed with it?

As far as that goes, it's probably because he got attached to it (or the characters...) in some way to the point where he developed an autistic obsession with it.
Either that or he considers that show a place of comfort for some reason other than the characters which is unlikely because he isn't sperging about the aesthetics or the plot of the show, he only seems to care about the kids and that one pink dragon.

Does she stand on the curb for 89 minutes and then finally gets the courage to cross the street? Is there a plot where her parents are murdered and in order to catch the culprit she has to cross the street alone, and the bad guy thinks he's in the clear because he thinks she can't do it?

Going by how he writes his "stories", it's Molly crossing the street on repeat for 90 straight minutes. And nothing about the footage changes the entire time, it doesn't even reverse so it looks like she's just crossing back and forth. An idea so horrible and stupid it'd be perfect for the CIA to torture people with.

Her mother is an alcoholic and her father is divorced. Since her mom was too wasted to get her on the bus route and lost her driver's license for DUI she has to walk to school by herself, something she's never done before. Most of the film focuses on her dysfunctional family and parents' divorce. She only crosses the street in the last five minutes, a symbol of growing up too soon and the uncertain future that awaits her.
