I know you won't believe me, but if you stay out of Akihabara you really don't need to worry. The degeneracy is pretty contained over there but it's hard to understand that if you've never been there. Like I said, in most places in Japan the local bylaws change the de facto age of consent:

This is why the Code of Hammurabi made so much sense when it came about. Make sure everyone could read, then put big stone tablets with the law on them in public places. It made sure ignorance couldn't be used as an excuse. Considering how many laws we have now, tho, those tablets would be fucking huge.

But the Japanese age of consent is.. odd. It's TECHNICALLY 13, but many prefectures have higher. In fact most do. I think it's a case of a law being established but never revised when individual prefectures revise their own laws.
However, it DOES ensure that no prefecture can lower the age of consent below 13, so I guess that's a good thing.
