I already shared my reasoning in the mundanematt thread at length, but it's worth reiterating that I suspect that the reason it took him so long to make his reappearance is because he's been waiting for exactly the kind of situation where he could have him taken down without catching shit for it. The timing is too coincidental and the obvious suspects don't quite fit.
