From personal experience, people like her get a cat that is "hers", then another family member takes care of it because they don't antagonise it, don't put it in stupid outfits or try to force it into playing, actually treat it with gentleness and care - I can't see her being gentle or caring with it except from the odd moment.

At the same time, maybe her getting a cat will help her learn responsibility, especially if her parents refuse to take care for it for her. It might do her some good to have something to seriously look after. But even that's going to have no effect if she has her parents to fall back on in the end. She and her parents would be better of waiting until she finally gets kicked out.
