I agree that the Clinton Impeachment hurt the GOP but the '98 midterms were more of a draw than anything else.
Both of the party's lost three Senate seats leaving the Senate unchanged.
The GOP lost a few seats in the House but still retained control.
That same pattern was repeated in the State level races as well.
Certainly a disappointing result for the GOP but considering that the status quo still meant a Republican Congress and a solid majority of State level positions...Well it could have been worse.

When I was a kid in the early to mid 90’s I went from the Bruce Coville “My Teacher is an Alien” level of readers directly to the adult fantasy fiction because the only YA books were the oh so cheerful things like “Go Tell Alice”, Cynthia Voight, and Lurlene McDaniel. So I jumped over to Anne McCaffrey, Alan Dean Foster, and Robert Aspirin.
