I'm not sure how court stuff is logged regarding changing names, but does that mean that his original name was something different and he changed it James O'Shaughnessy or that James O'Shaughnessy has recently changed his name? Because the former implies preemptive anti-doxxing measures going back over a decade.

IIRC that was "failure to update DL after changing name or moving".

The important part there is "or moving". Most states want you to get your address updated within 30 days (sometimes less) of moving.

People move a lot more than they change their names, and every time you do, you may, or may not, need to haul your ass to the DMV to get that sorted out and shell out some sheckles. Some states allow you to do this online, some don't, and frankly this is a law I'd bet a lot of people break due to laziness, forgetfulness, or not having enough time to go down to the DMV.

This is the kind of thing that can go uncorrected for months and potentially years because unless you get pulled over or need to present ID to a government official in a non law-enforcement capacity that actually checks the database, when are you actually going to get nailed for it?

It also fits with the pattern laziness/forgetfulness crimes of "driving with expired reg" and "no proof of insurance" which also make some appearances, which usually only gets you nailed when cops are looking for an excuse to pull you over or already pulled you over for something else.
