So what's a secure cellphone anyway? I would assume it's something that has been tested, vetted and locked down(approved storage encryption, make it so things like a weather app can't scan e-mails, access contact lists or read text messages, things like that), not that it has a voice scrambler or uses secret mobile relays for calls.

Wu's quoting from the article, but no one with infosec experience would use "trust" in that colloquial way, because trust is a term freighted with a lot of meaning in secure systems. TLS for example is a system that relies on an establishment of trust, and is (for the most part) secure. What the article is trying to convey, and what anyone who has even a passing acquaintance with writing secure software would take away from it, is that SS7 is unauthenticated. Because, you know, back in the 70s when it was developed the world was a different place. The article Wu links is fine for giving a non-technical overview but, when you already have some domain knowledge going in, you're going to translate the journalist's understanding in to correct technical terms.

This raises a good question. Is Frank's company aware of his online behavior? I know most of the shenanigans are by Brianna but he's clearly and active participant and Brianna is certainly not shy about bringing up his position.

Frank was one of the initial founders of the company, and all the other ones are his buddies, so I think it's unlikely any internet complainants would be able to get him kicked out over online behavior.

No he wasn't. Wave was started in 2012, Frank joined in 2015 shortly before the IPO. He may be a senior employee, but he's just an employee.
