Apparently someone trying to pretend that an ad for a fictional movie is real (I think they were pretending that the ad for their fictional movie appeared in the break this was taken from, which had two ads for Disney DVDs, but the movies were live-action, not animated). And the show in question (PB&J Otter) is aimed at preschoolers.
