Her actual point was that by making "trans people being happier" the goal of medical and surgical transition, you leave the door open for surgery to be denied to those who you don't think will feel better after transition. While it’s a somewhat thoughtful piece it’s premise is hormones and surgery don’t cure gender dysphoria, it doesn’t stop the pain but none the less transition/surgery on demand! Just to expand a bit on Wallace's point, in the US, people are required to file a tax return even if no taxes are owed. Think of it as a formal statement under penalty of perjury from you to the Federal government, as to why you don't owe them anything.
