What would be the point? He didn't actually harm anyone. Just scared a few people. His behavior is pretty clearly tied to his mental illness. About the only reasonable court action he might face is from his landlord regarding damages to the property. But his mother seems to be making good there. And really dragging Bulla into court would ultimately be a huge waste of everyone's time.
Putting Bull in a psych institute might be viewed as a minor cruelty to the poor staff that has to deal with him. But at least they are getting paid for dealing with Bulla (sexually). Putting him in jail however would be a major and violent cruelty.
It would be best for him to be under watch and care for the rest of his life. Otherwise, left to his own devices, he'll probably just spiral again, and probably die alone and unremembered.
Capable of standing trial doesn't change whether he had capacity at the time he committed his offense.
He should still face COURT for his behavior as that is simply due process.
And, where he to be found to have lacked capacity at the time of offense due to refusing to continue medication, as he has already done in the past, that would make a case for why he must either be given stricter supervision in the community to ensure he remains compliant, or committed for life because living independently he obviously can't maintain his treatment schedule, and while this time and the last time he was released from a MH hospital, he might next time.

Baker Acting someone almost always results in a short term hold, usually not much past the mandatory 48 hours required by law, barring some outliers.I think you guys have a more favorable view of Baker Act commitments than I do- not everyone gets 'the help they need' when tossed into nuthouses. But at least the community is safer.
I believe Florida's Baker act allows for conditional release, where someone can be given more freedom while still under conditions... like taking anti-psychotics, etc.

Of note, in the most recent document at the time of posting - "hearing worksheet filed" from 12/11/18 - it says that Bulla meets the criteria for involuntary hospitalization and is "incompetent to proceed." Looks like we've lost a cow, friends.
I think he’s too far gone to recover (sexually). The best we can hope for is to keep him off the streets.The notion is nice but you guys deserve the biggestif you think any mental institution in the United States, let alone Florida, manages to actually move anybody toward recovery.
