If they took inspiration from DS9, which I doubt (Or at least, I doubt they ever watched it), they failed to realize that DS9's occasional subversion of typical Star Fleet procedure only worked because they still existed in a universe where they mattered and appeared shocking.
Sisko's actions in In The Pale Moonlight only mean anything because he's shown himself to be morally upstanding beforehand and it's a shock when his morals are put to the limit and he gives in, possibly for the greater good, but still at the cost of allowing something evil to happen.
Discovery...it's just all edgy, no context to make us give a damn about it beyond edge. It's not shocking anymore, so why should we care. Why should we even like the Federation, everyone in them sucks; actually the whole galaxy seems to suck, why care?
