It's called "Diplomacy", and it's straight up lunacy to decide the current government of a nation is to blame for a war that was over before anyone currently running said government were even born, guilt-by-blood-relation is illogical. So is guilt-by-past-actions-of-state.
By that non-logic, the US shoulda hung the UK out to dry in WW2 because we lost a lot of minutemen to the redcoats.....
You cannot punish a nation in perpetuity, if those who ordered Pearl Harbor have all died, you cannot designate a surrogate, based only on ethnicity and nationality, to assume their guilt. That is totally unfair.
Responsibility for actions dies with the actors themselves. Full stop.
Oh, and both those wars ended with formal treaties..... signed by us, which pretty much consigns the battle casualties to the "sunk costs" pile, at least as far as realpolitik goes.
