they were probably stunted due to their family life abuse and abuse by marl, and don't see the harm in children/teens being treated like fully autonomous adults because, in their mind, they still had the same decision making capabilities they do now
so a 13 year old being allowed to see discussion about alice not being a rapist, buying illegal drugs to enlarge your clit, being asexual because you care more about the emotions in sex, etc... it seems very believable because, to glip, either this is a trustworthy person regardless of their age and/or glip feels their opinions are 100% fine for young people to see (and considering they ran a brief sex advice blog i'd say this is likely)
i don't think glip purposefully groomed this person because i think glip believes this kid willingly stayed by their side (and in a way they did, but theres a whole power dynamic i'll talk about below), but i do think this person was groomed unintentionally
children are predisposed to learning and taking in information. they learn from everything around them: how to behave, how to speak, what to say and when, etc
when a young impressionable 13 year old looks up to you because they adore your art, if you interact with them it IS your responsibility to be self-aware of what you're exposing them to
for example, this 13-year old saw alice raping a character and saw their idol (glip) repeatedly defend and justify it as consensual. i wouldn't be surprised if this person has a completely backwards view of intimacy now
in the end, this 13 year old (and many other flora fans) is now a legal adult who pretty much mirrors the way a cult member thinks:
1- The group displays excessively zealous and unquestioning commitment to its leader and (whether he is alive or dead) regards his belief system, ideology, and practices as the Truth, as law.
so many florafans are basically little parrots for all of glips beliefs.
2-Questioning, doubt, and dissent are discouraged or even punished.
anyone who is seen as doubting glip is seen as not operating in "good faith" and i mean... look at what happened to joop. they got publicly placed on probation despite also being a lookout of the farms for glip.
3- Mind-altering practices (such as meditation, chanting, speaking in tongues, denunciation sessions, and debilitating work routines) are used in excess and serve to suppress doubts about the group and its leader(s).
i don't know enough about what goes on in the flora chat to elaborate on if they do this in there, so its possible glip doesnt... but "denunciation sessions" sounds like it would fit how glip and eevee publicly complain about lain, bigfluff, etc and the farms considering how consistent it is. in addition to the fact that eevee also tends to make a big deal of people having to spread glip's side of the story or else theyre guilty too

4- The leadership dictates, sometimes in great detail, how members should think, act, and feel
in the previous point again, eevee essentially commands people to act certain ways or else theyre just like them ol KF posters.
5- The group is elitist, claiming a special, exalted status for itself, its leader(s) and members (for example, the leader is considered the Messiah, a special being, an avatar�or the group and/or the leader is on a special mission to save humanity).
Glip isnt this delusional (yet) but i'd argue that their little "i am so mature and talk to everyone, why isnt everyone so NICE like me!!" game plays into this
6-The group has a polarized us-versus-them mentality, which may cause conflict with the wider society.
this one the group has in spades. if you're a fan of floraverse then you're SO victimized by the evil prudes on twitter and the hostile transphobic murderers on KF
7- The leader is not accountable to any authorities (unlike, for example, teachers, military commanders or ministers, priests, monks, and rabbis of mainstream religious denominations).
glip and eevee sure love to act like everyone needs to follow their rules, but they're the exceptions to anything happening
example: writing posts about people they dislike like mike, pengo, that dangan ronpa guy... then pengo replying to the post about him, and glip suddenly reacts as though he should have never done such a thing, going so far as to always talk as though his post was out of the blue and not in response to theirs
8- The group teaches or implies that its supposedly exalted ends justify whatever means it deems necessary. This may result in members' participating in behaviors or activities they would have considered reprehensible or unethical before joining the group (for example, lying to family or friends, or collecting money for bogus charities).
this one might explain the current "game" going on, wherein throwing fans under the bus or accusing a minor of being a babyfur that is not their account is terrible to do, but it's all a-ok because it's just a "game"
9- The leadership induces feelings of shame and/or guilt in order to influence and/or control members. Often, this is done through peer pressure and subtle forms of persuasion.

glips friends have a long time habit of ganging up on everyone glip doesnt like (eg people in flora saying neon's mom is nice or that they thought beleth was a girl)
10- Subservience to the leader or group requires members to cut ties with family and friends, and radically alter the personal goals and activities they had before joining the group.
how many times has it happened that people left friends and partners to join glip?
here's three high profile (relatively) cases:

pengo stated in his callout that glip helped him leave his abusive ex
2- in pengo's callout,
exty's ex stated exty ran off with glip without saying anything and probably also cheated with marl first
3-
opa may currently be on the verge of leaving his wife and child to go be with glip
who knows how many others there are for lesser known flora-related members
11- The group is preoccupied with bringing in new members.
glip does seem to want more people to join and be interested in their work... at the very least they want certain people to notice, such as giving pengo 100 dollars, and inviting people in the redesigning floraverse thread to go to the discord.
12- The group is preoccupied with making money.
they were! not so much now that marl is out of the picture and can't ship things, but they did originally do a lot of kickstarters, and there's the infamous $20 an illustration beleth zine
13- Members are expected to devote inordinate amounts of time to the group and group-related activities.
the people who get glips attention most tend to be the people who are willing to do work they don't want to do and/or fight battles they don't want to fight. most of the friends we here about have made floraverse their main media in life
14- Members are encouraged or required to live and/or socialize only with other group members.
this can relate to glip saying how their lovely little community is a bubble of positivity from the outside world
of course glip can't stop people from talking to those who don't read flora, but i do think glip trusts people who revolve around flora more
15- The most loyal members feel there can be no life outside the context of the group. They believe there is no other way to be, and often fear reprisals to themselves or others if they leave (or even consider leaving) the group.
i mentioned this earlier, but the people who tend to get closest to glip are those who glip can use in someway and the people who want floraverse to be a big part of their life
