No they are a race if you took a 23 and me and your name happened to be Weinstein or Rosenberg you would either be Ashkenazi,Sephardi or Mizrahim. So technically an ethno religious group, but they still have their own genetic makeup because they are descended from neanderthals.
Edit: Also the sub categories are also based on region so the ashkenazi are germanic, sephardic are usually spanish and mizrahim look like arabs I mean technically arabs and jews are both semites.

As far as I understand there's probably enough GOP in the senate to pass it because of a mixture of still being pissy about Trump winning, and also that this allows them to put on a show of "XX is so principled that he'll even stand up to Trump!" for the campaign ads without actually having to get in the way of anything since it's already a forgone veto if it passes.
