Yes. I remeber him saying since Save The House 2017. He may not actually move to an apartment if he loses his house, but he uses it as an excuse why he needs to save the house. I remember the following apartment conversations.
If he loses the house he will have to rent a nearby apartment and it will be too small and the streams will suffer.
When he moves to Washington it cost him thousands of dollars. If he loses the house and moves into an apartment he doesn't have thousands of dollars to do it.

Phil's unit was on the ground floor on the back side of the building. The fire was on the third floor on the street facing side. It was not directly effected by the fire or the hole in the roof.
Phil keeps it because he is simply to stubborn or lazy to sell it.
If we can believe Bryan Dunn and the SoK, years ago he claimed to have contacted an agency in charge of selling the house for the bank or something. Phil had not been making consistent monthly payments and was at risk of the bank just taking it from him. The property owner (Phil) allegedly went to the bank and made a huge payment to get out of danger of it being taken from him. The agency said the property was no longer for sale or available to rent.
If we are to believe Phil, the condo is in saleable because no property management company will touch it. This is highly unlikely. A Google search shows that the street it is on is one of the safest in the city. There are several property management companies in the area. One even got back to him in order to make a deal, but the idiot wanted to use the phone to communicate. Phil doesn't take phone calls.
