Shane came, did his talking in circles spiel but he also admitted his wife is his friend's kid and he groomed her since she was a teen. Refused to answer exactly how long he knew her father for and he ran after people started going in hard for that answer. He also referred to her as damaged goods.

So they've established their con with blackjack and hookers, realised it's a $100 cab ride to Doc's Games and back to the con, there's no public transport to get there, so in desperation she's handed a stack of presigned shit to Sabat so they can push a few more signatures.
Oh how I hope we can see some of these presigned cards in the trash can because people just wanted Sabat's signature and not 4th Bulma's.

I believe they're Bulma/Vegeta cards signed by both Sabat and Rial. Since that's the most popular romance in the show next to maybe Gohan/Videl, I imagine fans will want it no matter which Bulma signed it. It is actually somewhat normal behavior to have pre-signed cards though, they're for people who don't want to/can't stand in line but still want to pay for an autograph. I have one from a guest who wasn't present the day of the con I was. Of course, if you can just get Bulma's autograph anyway and get it as a 2-for-1 deal with Sabat and not leave the con, that's really gonna cut down on even the people who might have otherwise gone out for that. (though maybe he's only handing those out on days her signing event isn't happening?) Only fans willing to take a $100 ride out to get a photograph with her or ask her a 30 second question are going to bother, and that's even with her discount for Kamehacon holders (people that don't have tickets could just get a friend to pick them up a pre-signed card instead).

In regards to Ryo's Visa issue: It wasn't a Visa issue.
A P-3 Visa (Cultural Performance Visa) is typically approved 2-3 months out and only requires the contract, an explanation as to what the convention is, what he plans on doing (meaning he would have to give a panel about Japan or some shit), and proof that he's a big deal (literally anything written about him as Vegeta).
Toei being a professional company, would file as soon as they would know about the contract.
