Lolicon is widely despised in Japan, and is even extremely controversial among hentai fans and otaku.
It's honestly more of a sensationalist niche that has become more visible due to a mix of memetic notoriety online and mainstream "moe" characters having similar character designs (it didn't help that many lolicon manga artists were heavily influenced by earlier moe character designs) and while the national age of consent is 13, literally every prefecture and jurisdiction in Japan has much higher age of consent laws with 18 being the actual age of consent in practice for most of Japan, although a few rural prefectures may have it at 17 (any Japanese Kiwis can correct me if I am wrong)
The average Japanese person hates pedophiles as much as every other human being with even a molecule of basic decency. Some may be marginally less incensed at pedos who keep their hands to themselves and stick to 2D, but only just slightly so.
Honestly, the only reason why such a repressed and sex-negative culture like Japan has lolicon still legal is because there is a concern that if they fully outlaw it, a lot of the more NEET-inclined pedos may start actually going after real children instead of staying in their mothers' basements and wanking it to 2D degeneracy. It's largely a holdover mentality from the pre-internet era.
In North America, there were legal CP magazines you could order through the mail back in the 1970's and they were legal for similar reasons as Lolicon manga being legal in Japan. Most of these magazines were produced in Northern Europe, but were legally available through the mail and often advertised in more mainstream porno magazines at the time.
Only after several important studies regarding the severity of trauma that results from child sexual abuse did these magazines become illegal and cease publication at the start of the 1980's. Lolicon largely avoided that fate solely because it was drawn and not live-action.
The fact that so many dumb weebs fail to grasp that pedophilia is near-universally condemned even in Japan is just saddening.
Honestly, the existence of stuff like Lolicon and the other more extreme fetish stuff in hentai is a prime example of a personal theory of mine.
I have a theory that the more sexually repressed and sex-negative a culture is, the more degenerate their porn tends to be on average.
Japan is a modern example of this and Victorian Britain is a very well-documented historical example.

That's something interesting I noticed as well, researching move/TV stars, that acted back in the 70's and even 80's, they had real life "lolita styled" photobooks and such available, although not common. But it seems it's today, after all these things have been banned, that we seem to be in the midst of some sort of pedo crisis, it's like there are pedos everywhere. Is it true? Or have they been there the whole time, and only now with access to immediate trends and information we are made aware? Or is it just a moral panic, and nothing has really changed at all?

I have to confess that I like anime, collect figures and have cosplayed. I may sound like a weeb but luckily I'm not autistic enough to really fit into that stereotype. I have found that the weeb community is one of the most degenerate, toxic, narcissistic groups that I have ever come across (see earlier posts), on par with fur fags. There needs to be a bingo card on it with things like: overweight, white, trans/queer/fluid, gay, guys with long hair, girls with the dyke hairstyle, fedora, saying random Jap words, plushies, autistic, anxiety, ptsd, unemployed, etc
