No, it's a small conspiracy: one man, his eternal fiance, and 2-3 of their friends. They run a whisper campaign, they gaslight people on anonymous gossip boards, and they make up 30-100 women out of thin air. Doing it all online or in text creates the illusion of a mob; the corporations and the cons cave to apparent mob pressure; and the thousands of virtue signaling SJWs are dupes and useful idiots who help amplify the outrage (as they always do).
It doesn't have to be a formal organization, with missions and code words and such. My theory is that it transformed from idle jealous gossip over 10-15 years, into a full blown movement once there was sufficient background gossip built up, with the spark of Vic being in the spotlight (the Broly movie). They probably never even considered themselves to be acting in collusion; it was just understood to be "the correct way to do things within our circle". In this scenario, ArmzGurl, Shane, the costhots, most of the KickVic-friendly VAs, and everyone on Twitter are not conspirators; they are merely fools.
I don't know if it rises to the level of civil conspiracy; that's a legal question. But a small number of inter-connected people moved fast back in February.

And when ArmzGurl strayed too far from the big names' stories, and tried to pull in other "victims" stories, she repeatedly got told by the girls themselves that Vic did nothing wrong.
This is not an organic uprising of fans, VAs, and women from across the industry. Every remotely identifiable allegation comes back to the same tiny knot of people.
