1. Try to divide them up along geographical lines to achieve fairly similar population numbers in each district.
2. Divide them on racial lines even if it makes no sense geographically, essentially creating "black districts" in order to push enough Democrat votes to win a district or two in majority Republican states.
Dems have continuously and successfully argued it's racist not to do number 2.

The latter half of this decade has been the story of people who no longer pretend not to think things. Wow, it does seem that near me the areas that went heaviest for Clinton are the nastiest ghetto areas and college areas -- so basically the dumb/uninformed or naive/brainwashed. The wealthier and/or whiter districts went hard for Trump, usually by a 10-15%+ margin. Rural areas are all almost no contest, with 70-90% Trump - no wonder they want to eliminate the electoral college; conversely, the rattiest most hopeless black ghetto areas are pushing 90%+ for Clinton.
