We have this in the states too. Usually when a developer wants to build condos or apartments, they have to set aside 15 percent of the units for "mid/lower income." Where I am, the cap for mid-income is around $106K a year. It's not exactly "welfare-ish."
Where I am, that's called public housing or Section 8 (where private LLs contract w/the gov to rent property for 30 percent of whatever recipient income is). And in the '70s-'90s it would not be uncommon for them to section the whole building that way because of subsidies, but usually with an out date 20 to 30 years later. And now the descendants of the tenants are whining. That's where it gets ridiculous. If you're relying on welfare, you can't exactly expect the best view on taxpayers who despite being Apple engineers can now not afford that. If you don't own your property, don't expect inheritance.
