Phil just so happened to both propose to Kat and get a cat when Emerald dropped all that sub money on him back in December. Phil at the time claimed all the money went to taxes and bills, getting mad at anybody who questioned this. Now, he couldn't just come out and flat out say he was marrying Kat and got a pet cat, because that would get in the way of his "I'm broke! I could lose my house at any time!" narrative. If Phil is lying about the acquisition of the cat, I think it would be mostly just to obscure things. Phil seems to be increasingly aware that by concealing concrete details, it just makes it harder to piece things together, so detractors at least have to do leg work. This was the case with his history with Kat, how they met, started dating. Then if an incident like Subaru man happens, he can claim he has never officially said anything and it's a conspiracy. This has allowed him to dodge the scam of raising money to fly her around and lying about being single - nobody could pin that down until after.
This also moves the acquisition of Jasper to the Tut/E7 timeframe so that he could, conceivably, have had some extra money floating. If it was recent, then the flak that he got for lying about taxes to cover his marriage trip would be compounded by this. I think with the way he dialed down the fundraisers for a while, he knows he is on thin ice there.
I think he probably did actually get Jasper between Tut and E7. The benefit to holding off was that he still got to obscure the timeline so that nobody can pin down what he was begging for at the time when he went out and got him. We know he was, but we dont have any specifics to nail him down.
With regards to his twitter activity dipping in the new year... maybe it was a resolution, but I think it may have had to do with the 'drunk' stream where he just about broke down. Kat probably told him to stop bitching people out on Twitter all night because he ended up a drunken, crying, gin-fueled mess.
He simply waited for enough time to pass to where most people would forget about the E7 money when he finally revealed the "secret" wedding in April. In the infamous debunking video, Phil admitted he had proposed in December, without mentioning all the money he received from E7 at that time, and explained the cost of the ring away by stating he had gotten it "real cheap, like 90% off" at a jewelry store that was closing. Plausible? Maybe, but then again Phil claims that everything he does is cheap while at the same time saying he has no money for anything, so it's clearly a bullshit cover.
Obviously, dropping the Jasper bomb at this time would not have been smart, as his fans were rightfully angry at him for unnecessarily keeping his marriage a secret. Cut to 4 months later, enough time has passed to where he can reveal another lie. Once again, he admits he got the cat in December, without specifying how he could afford a cat at the time. Also, remember earlier in the year when Phil sold his DVD collection? It seems pretty obvious now that he simply replaced the giant stacks of DVDs with cat stuff, playing it off like he had to sell them for money to pay his bills. Everything Phil does is calculated for maximum begging potential.
