Tumblr artists abuse neon/muddy colors because they think it looks good in other people's art so it must look good in their art too. Color theory is for oppresive bigots who hate fun and creativity, obviously.
Tumblr also has very closed-off communities so art styles tend to get mixed and matched until everyone's art looks the same. It's artistic inbreeding.

Yeah, it's a meme that originated from Parks and Recreation but these "redraw of a scene from a show" memes are pretty cringy and even though this is supposed to be a meme they usually take these ships seriously. Whenever I see this meme format, the og artist usually writes under the picture something like "haha couldn't decide who to ship with who so it's a three-way ship! uwu" (or whatever they call these polyamorous ships).
