My assumption right now is that Ty did a remote notarization, but he probably did it wrong, because it's a new thing and it's easy to mess up. This is the most reasonable explanation given all of the information.

There is remote notarization in Texas, but apparently it requires an additional license. I believe someone on the lawsuit thread looked it up and Ty doesn't have one. Assuming that's true, the fact that it exists is probably not the biggest help.
It does require additional licensing, but I don't know anywhere you could look that information up. Like I said before, though, my assumption is that there was an attempt at an online notarization, and it was done wrong in some way by mistake/negligence.
