I'm with @Comrade Autogynephilia that he's just scamming for money, so it's likely that he actually didn't fully raise the last $1000 he "needed" but he has to make it look like he did so he doesn't have to fake moving out and can do the same shit all over again, hoping that the amount he gets per month increases over time. Won't be surprised if he makes noise about his "landlord increasing the rent" sometime down the line.
