They've made it quite clear already that they don't care about any allegations that don't involve Vic. Correct me if I'm wrong, but I don't think Dahlin ever specifically said which hotel they stayed at. It is possible they didn't stay at the same hotel hosting the convention. There are other hotels on the same block that do have balconies from a quick google maps search.

Assuming the con was providing the room, it would most likely be part of the con's deal with the hotel to get rooms for the guests. If he was providing his own room, though, I suppose it could be elsewhere.
