1) You don't want your name to be "TerfyMcTerfXX" on Reddit when you contact their Admins (don't make it so damn easy for them to ignore you). Adopt a neutral alias. Join a bunch of middle-of-the-road normie subs, nothing overtly political/lesbian/feminist. Get yourself some karma and good standing by posting feelgood bullshit everyone agrees with and upvotes. Revel in that dopamine rush, you're getting really popular now and making lots of fake online friends. Animal subs are good for this, join some pet subs and post pictures of your pets while praising everyone else's to quickly rank up that karma. Join some music subs and stan your favourite artists with other stans. Be patient, "justice is patient and persistent".
2) Using your account with good standing and good karma, every time you see /u/Bardfinn cornering a user in the comments with "I know what you did last summer" (he does this all the time, mutiple times per day or per week), you can now report him to Reddit Admins for cyberstalking that user. Don't report him to the mods, the chain of command is completely broken here and you need to skip that step and go straight to Reddit themselves. All the mods that /u/Bardfinn is associated with on Reddit are fellow SJWs who are into the /r/mouthfeel and will never hold him accountable for anything, no matter how egregious or in blatant violation of everything Reddit purports to stand for (I got ahold of and examined some data shit myself, and I can see it's always the same SJW mods from The League of Extraordinary Trolls he's co-modding subs with). When you contact Reddit Admins to report /u/Bardfinn for cornering and intimidating users with "I know what you did last summer", you must cite the following rule as the reason you are contacting the Admins to report him:
This moderator appears to be following a user/mod around the site to intimidate them. This moderator is making personal information about the user/mod public that was obtained through the Reddit API to intimidate and humiliate the other user/mod by blatantly violating their expectation of privacy on the site. This is in violation of Section 7 of the Reddit User Agreement:

Don't fucking misgender or go off about "TRAs targeting TERFs" and shit like that. Reddit Admins are SJWs who are into the /r/mouthfeel themselves and they certainly don't care. Make it all about their rules and how they have an obligation to protect all users from privacy violations and targeted cyberstalking meant to dissuade them from using the site.

knows he is violating the Reddit User Agreement when he's abusing his API access to cyberstalk users with what he's able to dig up about them. He does it anyway because it's all about getting a kick out of violating people's boundaries and their innocent/naive presumption of privacy.
3) Contact
this guy, who is responsible for the API, and explain what is going on with /u/Bardfinn abusing his access to the API to cyberstalk users. Explain (again) that this is a blatant violation of Section 7 of the Reddit User Agreement. Demand that Reddit ban Penny from accessing the API since he has repeatedly abused his access to cyberstalk his personal enemies. This ban will not entirely stop the cyberstalking, because as an OCD data-hoarder he has already downloaded and stuffed his house with garbage bags full of user data - and you can rest assured he's not going to delete any of it as long as it's profitable useful to him in some way - but it will make it a lot harder for him to cyberstalk people in the future or new people showing up.
4) /u/Bardfinn's bullshit excuse about how "this is public information anyway" is irrelevant because if it wasn't for his API access he couldn't do any of this. There is no way he could cyberstalk that many people if he was just looking at their history in the browser, like everyone else on Reddit does who wants get an idea of whom they are talking to. Penny is able to dig up the nitty-gritty about a specific user's interaction with the site (data that he then processes to generate his SJW Stasi blacklists for his fellow SJW mods and Stasi scandal-dossiers to intimidate specific users with) because of his API access. The API enables the cyberstalking and privacy breaches, so his API access has to end.
5) /u/Bardfinn is NOT a researcher and his data-mining is not part of a research project. He is a "retired scientist/retired academic" by his own public admission. He basically went nuts and is probably unfit to work in a professional academic environment, that's why he's agoraphobic and spending all day online feverishly profiling everyone on Reddit who are all Natsees anyway. AFAICT he has no current institutional affiliation with academia at all. What he is doing on Reddit is not a form legitimate research and is certainly not the kind of research that Reddit had in mind when they allowed actual researchers to sign up to access data through the API. If he was conducting "research" in this manner at a university, he would have already been dragged before an academic ethics board for using his cyber-loot for his personal advantage (to corner and intimidate his perceived enemies). I don't give a fuck what PhDs or patents Penny claims to have (with no evidence ever provided; someone tried to look up his alleged patent and didn't find anything), the way he is behaving on Reddit right now he is nothing but a punkass hacker gaming the API to p0wn users. (FFS Goth Dad, grow the fuck up.)
6) If you don't stop him in his tracks right now he will demand and receive more and more access to users' data. He's already negging Reddit to give him more access to privacy-compromising user data. For example, in this post he was almost openly complaining about the fact that Reddit will not give him access to, get this,
other moderators' private communications:
This post reveals his ambition (or nerve, if you will) because that's the sheer fucking level of privacy violation he eventually hopes to coax out of Reddit. Surveillance is addictive and since he's doing it for kicks, he will have to up his dose just like a drug addict and demand ever more data. He will want Reddit to allow him to read not just your usage history but even your PMs to determine how much of a Natsee you are - which he has already fully convinced himself that you are anyway, so why even bother, other than to feed his personal fetish for increasingly more audacious privacy violations.
7) Always remember that you are dealing with a psychiatric patient who is re-enacting a personal privacy violation that he once suffered about a decade ago, where his private sexting with another Second Life user was leaked and projected onto a public screen on Second Life for everyone's amusement, an incident that humiliated him to no end:

One could say Penny is now re-enacting this incident over and over again, but with himself in the role of the privacy violator. He is now the one violating everyone's privacy on Reddit and humiliating everyone else by making embarassing information about them public, taking it to the next level by using their library card ("oh, you read that book? Then you must never be allowed to read this book!"*) to have them blacklisted and declared non-persons. It's all a sick re-enactment and it's the product of severe mental illness. That this man is considered a /r/TopMindsOfReddit is truly alarming.
