And he's extra evil, because for thirty years literally not one person ever informed him that they ever felt even a little uncomfortable around him or felt violated by anything he did except Greg Ayres, who decided Vic definitely hated him due to the gay.

So evil. It's the true kind of evil where no one ever makes a police report and no one ever brings charges against him. It's good that Mike is there to identify this great evil. I don't know what we'd do if he weren't. Maybe one day get propositioned by Vic when we weren't expecting it?
