Also, a tidbit: I checked out issues and pull requests in the ethiscalsource repo to see if there's any drama in there. There isn't right now, but the only open PR at the moment is a draft Czech translation. I happen to be fluent in the language, so I looked at the PR's contents, and oh boy. I don't know who the beer chugging soy elemental who submitted the PR is, or his relationship with the language (Steve Huff isn't exactly a Czech name), but he's actually significantly worse than Google Translate. The translation isn't a "first draft" in any way unless he means "I wrote this after a week long glue huffing binge and I'll rewrite it after I crash". It's literal gibberish. I've seen fucking gypsies write better than that. I understand that it's a difficult language to learn, but I guess that didn't stop this absolute hack to try and desperately get his name into a project he thought was going to make it big (haha!).
And really, what kind of serious attempt to make a license, a legally binding agreement, accepts translations from random autists on github? You want lawyers for that. But of course, getting some would require effort, and that's anathema to a troon.

Well even if it was remotely enforceable it might not even affect ICE at all if they used any code under the hippocratic license.
Article 14 of the UNs declaration of human rights states that a persons right to asylum "may not be invoked in the case of prosecutions genuinely arising from non-political crimes or from acts contrary to the purposes and principles of the United Nations". Cutting through a fence and crossing a country border would be considered a non-political crime, so people may have the right revoked and can be arrested.
I know people have vaguely mentioned the separation of kids and their parents etc. but since the declaration doesn't exactly go into too much depth with how it should apply to so many different variables, it would depend on how the court/judge/lawyers interpreted it.
The group/org/govt could also say that any issues that did occur weren't based off of a higher-up/group decision but based off of an individual who wasn't in any position to make any decisions and the license still might not negatively affect them as a whole but only the individual.

An asylum claim more or less assumes you're otherwise deportable, though, and is a defense only against deportation, not against prosecution for anything else. If you weren't deportable, you'd be seeking any other kind of legal relief, all of which is more likely to succeed than an asylum claim.
Also, the government is essentially immune from injunction ordering them to stop infringing copyright. The sole recourse if it's the government using your code against your will is a claim in the U.S. Court of Federal Claims, and that solely awards money. So you might be entitled to financial compensation but as for any licensing terms, they can wipe their ass with those with relative impunity.

POODR, or Practical Object-Oriented Design in Ruby, is a book that discusses design best practices in ruby. It is relatively short and written in a way that is accessible even for non-developers to understand. It's a solid introduction to the concept of design principles for the countless "ruby developers" who have never stepped outside of a Rails codebase and therefore know nothing other than rails conventions.
Why would a highly tenured industry professional with more than two decades of experience be reading a basic book for the newest of beginners in a language famous for it's friendliness to student developers who know nothing about computers or software development? Maybe he trooned out because he's too stupid to have learned any of the advance shit and simply can't wrap his female-hormone addled oldman brain around actual computer science?
Maybe that's why he can't hold down a job with any real technical expectations. Or maybe it's because his personality is obviously too terrible to deal with any longer than is required.

I've gotten quite into the ethical mood lately and was really quite disturbed as to all the human right abusers that this problematic individual funds.
As a github pro user they fund githubs ability to host on multiple Amazon servers which is also where their "ethics" sites are accessed from.
Not only are they directly funding an unethical company that abuses their workers, they are funding a company that works with ICE, the very organization they claim to be against.
They've also admitted to owning an apple macbook, which are manufactured by exploited chinese workers who are pushed to suicide by the awful sweatshop quality working conditions in china.
I recommend they step down now before they willingly choose to purchase an unethical amazon prime membership.
