Now, Hippocrates says, paraphrased "People who ride horses frequently damage their balls and Scythians ride very frequently, so it's probably that.". Herodotus in The Histories book 1 paragraph 105 corroborates this, saying again that Scythians are afflicted with an ideopathic feminisation which they attribute to a god's curse.
It's hard to know how seriously to take ancient historians, who had a tendency to exaggerate or make things up. While he's more known as a physician and for inventing case histories and things like that, he has no particular authority on rumors about other cultures. Accusations of widespread effeminacy and/or homosexuality among other nations is not exactly uncommon in ancient sources.
