It really depends on what you're looking for in your Chinese cartoons. If you're a sadist who loves seeing whiny characters suffer, terrible characters can be very rewarding.

I mean this can be a universal rule but ultimately as someone who enjoys a good greek tragedy or two I feel like if a ching chong animation is gonna delve into this tricky matter there needs to be a certain level of growth or a decent downward spiral for the character arks in question which neither Naruto nor Eva do as they seem to either give the character undeserved growth for doing jack shit (Naruto) or they try to add a bunch of convoluted or BS back story to a character and world like layering perfume on B.O. and on top of which try to just show/explain why Shinji is the way he is and do some attempt to make us empathetic to him while he has bitch fits during a time of fucking crisis and BARELY manages to get the work done.

It's not even a matter of symbolism or anything that specific so much as the simple fact that the production process automatically dilutes things. In TV shows, including cartoons and anime, things like animation and writing are all usually handled by multiple people over a run rather than just by one writer and maybe one editor. For better or worse, and I'd argue worse, it inevitably leads to a kind of "smoothing out" of the completed work.
