The makeup and hairstyle could work if they had gone full balls-to-the-wall halloween/cosplay style with an outfit inspired by the character as Steampunk or goth inspired. It would be horribly tacky still, but the gradients are nice and it could work, sort of.
As a go to the mall in mismatched tacky tee and crappy shorts idea, it's dumb.

Not gonna lie, I think the makeup looks cool as fuck. It's a shame that the girl who's wearing it looks sour as hell and doesn't have a lick of fashion sense, though.

Agreed, my only real criticism for the make up is eyelashes. Fully pull off those white lines she need thicker whiter ones, probably Halloween and/or theater type costume fakes. Not that hard issue to fix but mostly wat brings to pictures down is the sour puss attitude. You are wearing unusual makeup you probably spend long time creating, show that you are enjoying the results. It’s not uncool to care.

I like it too. It might look pretty good on a nicer body, and maybe tucked into something else. I'm not sure what it is, but untucked shirts look wrong to me, unless it's a very minimalist outfit or approach. Like the whole oversized boyfriend shirt with leggings. But that's not something I'd wear out in public still.
