It's more about changing how people think. English is a good testing grounds for removing the concept of gender because our language is uniquely non-gendered outside of pronouns. It would be a lot harder to accomplish this in something like Spanish where even the tables and chairs are fucking.
I hate bringing up 1984 because it's a boomer trope, but one of the key plot elements in how Orwell imagined a true authoritarian government was rebuilding the language with "Newspeak" which removed the very concept of things the state did not approve of. There was no "bad", there was "ungood". To have illegal thoughts was wrongthink, but the purpose of Newspeak was to make wrongthink impossible. People on Gutian's side might see him for the first time and go "that's a man". They may sincerely apologize for it, but in Gutian's Newspeak the possibility of using the wrong pronoun does not exist. Words like "men" don't exist. You'll have a heteronormative masculine-presenting penis-haver.
