I doubt they homeschool, the stakes are higher and there is more effort involved. According to new york law, you have to get your kid evaluated every year and they have to do better than the lowest third of the public school group, and if you don't get those scores , you get in trouble, possibly with cps. In regular school you can fail every grade so long as your parents are willing to sign a form that advances themto the next grade. next , I looked into the truancy laws in NYC, and they are rarely used. From what I could gather no one is even really paying attention to chronic absences, especially for excused absences (which parents can just lie to obtain). Kids who show up half way through the day complicate everything wrt statistics and infractions. The school districts have bigger problems than this, and if they tackle it they are going to screw over some parents who have legitimately sick children. It is much easier for piggy lou to pawn off her child to others while giving him no real chance at succeeding academically by pulling him out of class so often. She is treating it like a daycare.
