More evil than cowardice IMO. Coward would imply the fight came to them and they ran from it. In reality they wholly created the fight, milked every angle they could to push their agenda, went to war to destroy any who opposed them, blamed all but themselves and used all the underhanded tools in the toolbox to cheat their agenda to the forefront.

Then got their asses handed to them.
