Agree on both counts; that's why when I made my list of Lucas' "assets" (the warm private room, etc.), I only mentioned a "couple hundred" a month in cash spending money, even though IIRC his actual monthly payout from the government is closer to the thousand-dollar range. I wouldn't be surprised if his handlers also arranged for him to get a bus pass every month (or however frequently Spokane sells them), rather than trust him to budget wisely enough to pay bus fares on his own.
But, the more I think about it, the more I go back to "he's been in that room for however-long now and has not done a thing to decorate it." Some weeks ago, I was at a store and saw a little boy, 2 or 3 years old, excited by a display of posters: he wanted his mother to buy him one with some cartoon characters on it.
If that little boy were left to his own devices, at his age, in most ways he'd be in even worse shape than Lucas: less likely to ever take a bath or brush his teeth, his room would be just as messy as Lucas' room, he wouldn't wash his clothes or bed linen either, probably can't put on his own coat properly before going out in the cold, might still be in diapers ... but even that toddler boy wanted a poster to decorate his living space. Stick him in a furnished room with an EBT card and two or three hundred dollars spending money a month, and for all the ways that child would be guaranteed to fail, he would still do more to make his room "look nice" than Lucas has.
