Jesus Christ! If those numbers hold true, or even close to true, China = fucked.
Numbers don't tell the entire story. Say the predictions of dead and sick as of 21 February, which isn't that far away, hold true or are even exceeded. Good chance a lot of health professionals will be among the dead/sick. Takes a long time to train a doctor, not as long for a nurse, but you cannot get more of each overnight. Would expect PLA doctors/nurses/medical personnel not needed to treat sick troops to be used in towns/cities.
Before this outbreak gets to 21 February I see a triage system being used nationally. Not enough medical people and supplies to treat everyone. X number will get well on their own. Y number will not make it, no matter what is done. They're going to need to concentrate on treating Z number, those who can recover with treatment.
Even at that, there's likely to be a lot of disruption in China. Sick people cannot work, and dead people sure can't work. Could see shortages of certain specialties, such as transit workers. One thing I would do if in charge - severely restrict access to all electric power plants. Check everyone coming in as well as coming out. No non-essential visitors. Masks to be worn at all times by everyone. Have medical people roaming, observing the employees, taking random temperatures. Gotta keep the nation supplied with electricity. No power = MEGA fucked.
At times like this, things we take for granted without even thinking can rise to the fore, such as workers at electric power plants. Trash collectors will also be vital. Piled-up garbage creates a great environment for rats and flies, which can spread diseases. Even in China, living today relies on a surprisingly dense, yet fragile web of support functions, things not even noticed until they are gone.
"Interesting times" have come to China, it seems.
