If she is still on the Oregon health plan, which I assume she is because nobody with private insurance and co-pays would go to as many doctor appointments and be as ER-happy as she is, then bariatric surgery is covered. However, all of the surgeons in this area require the mandatory pre-op weight loss of at least 10% of excess weight (some require up to 15%). You also have to have the rest of your health conditions stabilized, have 6 months of medically monitored weight loss attempts/diet attend a series of classes, be evaluated for sleep apnea (and be compliant with your CPAP if that ends up being required)... there are so many things she would have to do, and I can't imagine her doing any of them.
