You don't get how the Internet works at all, do you? The United States doesn't own the Internet. The FCC is a United States government agency. It doesn't regulate the entire Internet. It does regulate how the physical infrastructure that provides Internet service within US territory works, as well as how ISP companies can behave in that territory, stuff like that, but it doesn't regulate the whole Internet or the content of websites (especially those coming from other countries). People can connect to websites based on servers in other countries because the Internet exists. There's more to the world than your little inbred redneck corner of America, numbskull.

Correct thing to say is that the FCC regulates certain aspects of the internet, as does the FTC, the Food and Drug Administration, the National Highway Traffic Security Administration. There are other government agencies controlling various aspects of the internet as well, the United States doesn't have a centralized government body for it like in other countries (CRTC in Canada, Ofcon I believe in the UK.)

"Regulated" would be the word you are looking for. Governments regulate the usage of the land under their jurisdiction, whether said government is landlocked or not. And countries which are not landlocked, like Australia, the US, Canada, Mexico, they also regulate their land, just as Austria, Switzerland, Bolivia, Lesotho, Mongolia, Uzbekistan, Vatican City, Macedonia do.

That latter set are actual landlocked countries, for the record. Using the actual definition of landlocked.
