Long answer: The CCP absolutely prioritizes looking good over anything and everything else, certainly including the lives and well-being of ordinary citizens. It has a track record of killing literally tens of millions out of its stupidity and malevolence, and it doesn't care one bit. The important thing is that it appears to the ordinary chink on the street that the Party is doing something and has the situation under control. If that requires literally spraying poison into the air of a highly populated city don't think they'll hesitate a moment to do it.

Food is more closely regulated than other products, I'm not sure how garlic heads can be "processed" (those peeled cloves sold in jars might be different). There were allegations Christopher Ranch in Gilroy was selling Chinese garlic as American in a Netflix documentary, I also heard they filed a lawsuit against Netflix.

I hope they haven't been slipping infected garlic into my Lemon Garli Garni Seasoning, Otherwise I may have to Bruce Lee Roundhouse kick some hippie farmers into oblivion.

As for the Chinese, I think the only reason the population is still doing what the government says is because they'll send the slant-eyed Brute Squad to cart them off to the Plague House if they don't. I really don't think anyone in the general population actually trusts the the CCP at this point.

Kitchen waste - by which I take it they mean vegetable peels and bits of bread or stuff with yeast in it, plus sugar and water, fermented = alcohol. Of a kind. This is one how they make awful, rank, crappy booze in prisons. Not sure if it'd be of that much use in disinfecting anything. Pure Vodka at 40% isn't much use, you need 70% alcohol for optimum disinfection.

You could use certain enzymes to break down organic waste i.e. trash thrown on the streets I guess, in some way, but it seems an awfully strange and long-winded way of going about it when you could send the same teams out with garbage trucks and just pick it up and take it to landfill or incineration.Plus if you break down garbage organically, you get slime and waste anyway. It doesn't magically disappear the problem overnight.

Killing viruses though? Is that even the goal? Sounds more like rubbish is piling up and vermin is attracted and the whole situation is so out of control they're kst doing weird shit that looks like they're trying to actovely control it. When again, they could just resume a decent garbage service and let people out of their homes long eough that they don't need to eject bags of rubbish from the 14th floor, to burst and spill all over the street and attract hungry rats and raoches.
