Most likely only in the short term. I remember a story from, I dunno, 10-15 years ago? when China tried to stretch their rare earth minerals (REM) monopolist muscle and smothered the flow of REM to most of the world (or jacked the prices _a lot_ - my memory is failing me on the more subtle parts of this story).This will fuck with the entire field of electronics and some precision manufacturing, right?
Suddenly US and other nations "remembered" how to mine, refine and/or recycle their own REM and free themselves of China's supply. It came at a higher price of course, but not as high as the price wanted by the Chinese. So the PRC noticed very shortly that they're shooting themselves in the foot with such attempts and politely returned to the trading table.
Since I learned about this, I stopped considering China as this end-all be-all upcoming economic and raw-resource-dealing giant that oh so many people are painting them to be.
