I can't answer some of your more detailed questions, but I can say that in America, the HOA does have a fair amount of power, to the point where they can foreclose on the property if you don't pay your fees. They can fine you for not following the rules, and foreclose if you don't pay the fines. It doesn't exactly solve for the problem of "problem neighbors" because half the time they're a nuisance despite the fact that they follow all the rules (and a fair number of them end up being on the HOA board).

It's difficult to answer detailed questions about what powers Greg's HOA or HOAs in general have, because they all have their own charter and contract. In the most basic of term, an HOA exists to improve property values and maintain the neighborhood through mandatory collections. When you go to purchase a house or condominium unit, you are informed up front of the monthly HOA dues - it is not optional to join or pay, the dues are linked to however many properties are covered by the HOA.Thanks, @Um Oh Ah Yeah - that's interesting. I'm asking because the neighbours are obviously reporting every tiny incident, even those where it's a bigger PITA to call the cops than the nuisance merits. There's usually an underlying reason for stuff like that, and the HOA or similar entity is the logical first step.
That's brought up another question. Are the rules/contract/whatever with the HOA public? Or does that depend on how it's set up? We don't really have an equivalent here; some RA's are limited liability companies with public rules, some aren't. Covenants are part of public land registry records but they're often so bizarrely specific* as to be useless and planning permissions are yet another agency, so it's all differing departments and transparency and just an unholy mess. So it's intriguing that there is another legal entity with some jurisdiction over Grub n Blub, I just need US kiwis to 'splain it at me

Christ, I was appalled when someone accused me of wanting to hook up with their twenty five year old friend when I was around as old as Greg is now. To someone aroynd Greg's age, even people in their early twenties should seem un-formed and too young to consider as a partner, because you ought to have matured beyond what someone in that age range is experiencing.
