At least someone's trying to think of the old folks. Probably too little too late though. Canada's cases are now at 54. Thankfully there are no deaths reported.

A leading Canadian infectious disease specialist says, despite global efforts, COVID-19 cannot be contained and authorities need to focus instead on creating a warning system to alert seniors when to go into isolation.www.ctvnews.ca
I get what they're saying but at the same time there's a ton of older people who live either with, near, or rely on their families to survive in Canada especially with the brutality of winter in some areas. Even if you had a system telling them to go into isolation what good does it do if they rely on younger people to exist? or if they live with someone whose now expected to quarantine.
Canada doesn't really have a huge population of elderly.

but it's huge in the culture that you don't put your family in the hospital or old folks home unless you absolutely reach the point that you have too because you just can't meet their needs anymore. Home care, especially in the Atlantic provinces, is big business as a result too. One worker can be involved with multiple people as well. There's really no way for them to lock down and isolate themselves without putting themselves at risk of dying from something else as a result, too.
