I might take her seriously if she didn't embody herself as a kawaiiko. And by the way, it's actually not meant to be positive, not even TV Tropes can make it be positive.

In Japanese, kawaii means "cute", but the concept has far more overtones than it does in English — and far more power. For many Japanese schoolgirls (and some women), being kawaii is kind of like being sexy for Western women: it means that they are desirable, attractive and wanted. It becomes a primary goal in their social lives, and success, as measured in the reactions of their peers, is practically an affirmation of their worth as a female.

As always, whenever there is a goal like this, there is always someone who overdoes it. The kawaiiko (literally "cute child"), or burikko ("fake child" or "pretend(ing) child"), is the case in point. She takes being kawaii to an almost unhealthy extreme by making it the sole focus of her life. In clothing and fashion, this manifests in frilly, flouncy outfits, often with ribbons and lace. In behavior it appears as a tendency to act childishly "young", particularly in speech — she may speak entirely in baby talk, giggle mindlessly, habitually refer to herself in the third person, and/or use nicknames as well as the -chan Honorific for virtually everyone she encounters. In short, the difference between kawaii and kawaiiko is the difference between "cute" and "cutesy". (The difference between kawaiiko and burikko, however, is the difference between "cutesy" and "obnoxious.")

In some cases, the decision to go kawaiiko is not a desperate plea for social acceptance but a calculated step intended to further a career goal as an Idol Singer — for which lacy, frilly cutesiness appears to be required by the Japanese music industry.

Compare Animesque, Deliberately Cute Child, Manchild (similar trope for men that could also apply to the worst of these cases), and The Fake Cutie. The horrific offspring of Tastes Like Diabetes and Moe. Contrast Rated M for Manly and Testosterone Poisoning.

Isn't not translating the anime faithfully and putting western political shit in it basically cultural appropriation by their standards?

Changing translation is a tight rope act of a process, take an example of things changed in yu yu hakusho for example, usually anything changed was changed to something comparable light in the west,(Helps that it didn't really have much in the way of politics in it in the first place) or organically you try to dub it to be more natural in a specific language. That's what I think is the issue right now, people have forgotten that the whole point of dubbing is to make it sound more NATURAL to that language you are dubbing it to.
 
Glad I haven’t found a single new dub I enjoy, or even bothered with in the last decade. Most just don’t seem to fit at all.

Only dubs I remember liking are:
Cowboy Bebop
Outlaw Star
Medabots
Shin Chan
Samurai Pizza Cats
Gandam Wing
OG Pokemon series
FMA OG & B
Escaflowne
Bubblegum Crisis
Dragon Ball

The stuff they inserted stuff into like Shin Chan, or Pizza Cats was because they didn’t have proper scripts, and the jokes today would be considered horrific by NPC standards. Shit was funny.

For everything else, and new Subs.

The only dubs I've actually enjoyed would probably be:

Noir
Baccano
Cowboy Bebop
Magic Knight Rayearth
Black Lagoon
Azumanga Daioh
Burn Up eXcess
Ghost Stories
Neon Genesis Evangelion (ADV Films)
Slayers
Naruto (I quit watching years ago but imo Maddie, Yuri, and Kate did really good)
Pokemon (TPI replacing everyone was so stupid but I will say Sarah Natocheny really has grown plus it helps shes a fan of the games)

I also want to give a shout out to the late Kristen Bishop as she was the greatest actor in the entire Canadian dub of Sailor Moon. Despite the gender swap of Zoycite she managed to sell it very well that I honestly can't watch the original subbed or the new dub episodes with that character in it. Her version of Esmeraude...find me someone else who can perfectly capture the snobbish annoyance with that legendary laugh (and yes I love Rena Strober) like she can. Kaorinite was perfect too although compared to Noriko Umera's performance I'm curious to see what an older 50 something woman could do with that character. I feel like the dub voice should be a bit....deeper?

I never watched Digimon but I understand it's got a pretty great cast (Philece Sampler, Joshua Seth, Mona Marshall, Bridget Hoffman, etc)

There were many mistakes in the YYH dub. Such as calling demon world spirit worked until they had no choice because Sensui opened a portal to the damn thing. Also calling all energy spirit energy until they had no choice but to differentiate it because the main character became a half demon. And one change created a plot hole that didn't need to be there if they had followed the sub. Also changing names. Dumb crap like that.

But other than that, YYH feels very natural and I think along with Fullmetal, it's the best dub Funimation has ever done.

Indeed. That's what makes a good dub and what separates it from the mediocre to terrible dubs, is how natural it comes across. Though there is an inverse situation, like say Ghost Stories, of basically turning shit into something that is offensively okay. Dubbing in some ways is a transformative medium that when done right, will garner praiseworthy accomplishments. But the point of dubbing is, you want it to come across as natural as you can and the voice actors need to be comfortable in their roles. It all boils down to effort, can't make it sound natural? Hand it off to someone that can, otherwise you do more potential harm than good by forcing it.

One thing The Anime Voice Acting scene in the west needs, is well to either create or join an american voice acting guild, cause these pennyshit bullshit is something that needs to be done away with.

Man, being a script writer is so hard.

I'd bet dollars to doughnuts that most of these 'script writers' are the polar opposite of 'well read.' Watching TV for a few years can't remotely replace having read a couple thousand books in ones life. And someone in their 20s hasn't been alive long enough to have read half that. To paraphrase Yoda, "This is why they fail." They don't have the verbal catalogue in their head to draw from.

Thats not to say that having read a ton is a guarantee of doing well in that field, but it sure as hell helps.

Coincidentally, I just got done watching a video of Marvel Comics destroyer in chief, Sana Ammanat, interviewing and being schooled by Ann Nocenti, one of the very 'strong women in comics' that modern feminists swear never existed before current year. Nocenti, herself a progressive, may have well been talking to a wall. Some people are just beyond reality when their biases are there to protect them from it.
