He routinely commits exactly that crime though. Everyone he threatens knows he's completely housebound though and none of them are apparently willing to lie and claim they're actually afraid of him. Legally the shit he says is actionable but in reality cops are not going to go arrest someone if all the victims are pretty much open about the fact they aren't in the least intimidated by this nerd's bullshit.
