Blaming China for "spreading" it is like blaming America for fast food making people fat. Arguing about where it spawned doesn't deflect the utter stupidity and lack of precaution coming from the politicians of all stripes, mainstream clickbait media, nor does it actually stop the spread.
If we really want to rate each country's response, I'd give China a 6.5: would give zero since they arrested Li and folks for analysing the virus, but they somewhat redeemed themselves with their response, as shitty as some are and as fake as their numbers could be, better than nothing.
Since China is big, each region acts on its own and should be rated separately.
Hong Kong and Macau gets 10.
Shanghai, Jiangzu, Zhejiang, Hebei, Hunan, gets a 10.
Beijing gets a 6.
Tibet, Inner Mongolia and Xinjiang gets an 8.
Guangong, Fujian and Guangxi gets a 9.
Hainan would be a 7.
Yunnan gets 5 or 6.
Hubei would be -∞, ie execute all the politicians there, or just force them to pick cotton for the upcoming decade to reimburse the mask industry.
Since the rest of the provinces didn't have any major news, they get 7, above average.
Taiwan a 10 for locking the country down immediately.
Japan would get 6 for all their autism "it might be 米國" etc and handling of that cruise ship, along with dumbass articles about the Olympics numbah wan, maku historeeee.
Hungary and any other country that locked down travel between hotspots an 8 or 9. South Korea would be a solid 9.
Australia gets a 5 collectively, Italy, Germany and much of Europe a 3. Especially with the robbery of medical equipment from Switzerland.
Switzerland gets a 7 or 8, at least they tried to prepare, but their neighbours are thieving niggers.
UK gets zero for their herd autism suggestion.

America from what I've seen won't get anything above 5. However, just like China, each state does act on their own and therefore should be rated that way.
The same goes with calculating death rates, recovery rates etc. It's unfair to Jiang, Zhe, and Hu (Shanghai) which maintains virtually no deaths if they are lumped in with the shithole of Hubei house to eunchised politicians who not only fucked it up for the rest of the country, the world, but also sucked at handling it.
I've had first hand experience and information from Jiangsu and Shanghai, their medical staff are professional and politicians know their shit. Zhejiang would be second hand.

Medical workers in the hospitals there are being paid at least 1500 yuan a day. Being a cleaner at a hospital in Jiangsu gets 900 yuan a day. Typical shift is 8 hours on rotation. So there's 4 sets of people constantly rotating. Scarce positions would be 12 hours rotation.
1500 yuan would be $214. 900 yuan is $129. While these wages are typical "above average" in western countries, we're talking about China with an average GDP that's a bit higher than Mexico.
Medical experts get paid far far more. I've seen numbers from 3000 yuan as a nurse all the way to 5000+ a day.
I've also seen guards racking in over 1000 yuan a day for their work.
They do deserve everything since they are risking their lives. Of course the income is great, but it's all or nothing since they might die from the virus, hospitals are basically deathcamps. I'd even go further to say they are being underpaid, since I heard graveyard shift workers get paid the same as ones working during peak hours. The governments of these 3 areas are fucking loaded, give them more money for risking their lives.
