The purpose of governmental aid is just that: to aid in any shortfall between your income and what the government considers a bare minimum to subsist on. It was never meant to completely replace your income. Most government aid is meant to be short-term, not something you take and take and take for your entire life. The only exception is in the case of the disabled. You're perfectly able-bodied and able to work. You just choose not to. Yes, that does indeed mean that you're a lower member of society. You're lower than literally every single resident of the United States who works, even if it's just part-time.

And Marshall's absolutely lower in morality than his ex and her new husband, for the simple reason that he had to be forced by court action to provide even a bare minimum of financial support to his own child.
